IMPACT OF COVID-19 PANDEMIC ON INDIAN TOURISM INDUSTRY

Will the Minister of TOURISM be pleased to state:
(a) whether the Government has constituted any working group to assess the impact of Covid-19 pandemic on tourism industry and if so, the details thereof along with the quantum of loss in terms of job losses and foreign exchange loss, State/ UT-wise;
(b) the number of foreign tourists visited the country during first and second waves of Covid-19;
(c) whether the Government has received proposals from various States including Haryana, North-Eastern States, West Bengal, Odisha, Maharashtra and Tamil Nadu for new projects for comprehensive development/ rejuvenation of tourism sector, allocation of more funds, giving moratorium to loans availed by tourism industry after the pandemic, etc., if so, the details thereof and the action taken thereon;
(d) whether the Government has set up/ plans to set up a Vaccine Certification Programme for foreign tourists; and
(e) the details of hotels/ homestays/ tourist services/ organizations registered with the Ministry in various States including Darjeeling and Kalimpong districts?

STATEMENT IN REPLY TO PARTS (a) to (e) OF LOK SABHA STARRED QUESTION NO. 1 ANSWERED ON 19.07.2021 REGARDING IMPACT OF COVID-19 PANDEMIC ON INDIAN TOURISM INDUSTRY
(a) Ministry of Tourism has constituted a Task Force with Hon’ble Minister for Tourism in chair and State Tourism Ministers, Joint Secretary level officers of concerned Central Ministries and representatives from industry associations, to meet the challenge posed by the outbreak of COVID 19 and make appropriate recommendations for the revival of the tourism and hospitality sector in the country.
Ministry of Tourism engaged the National Council of Applied Economic Research (NCAER) in January, 2021 to conduct study on ‘India and the Corona Virus Pandemic: Economic Losses for Households Engaged in Tourism and Policies for Recovery’. The study observes that a significant number of jobs were lost in the tourism sector once the lockdown was implemented. 14.5 million jobs during Q1,5.2 million jobs during Q2 and 1.8 million jobs during Q3 are expected to have been lost as compared to an estimated 34.8 million jobs in the pre pandemic period of 2019-20 (direct jobs).
The percentage change in Foreign Exchange Earnings (FEE) during the months January to December 2020 as compared to the corresponding period in 2019 is -76.3%.
The Ministry has not conducted any formal study to assess the State / UT-wise impact of Covid 19 pandemic on tourism industry.
(b) The details of Foreign Tourist Arrivals during 2020 and 2021 are at Annexure I.
(c) Details of project proposals approved for grant of Central Financial Assistance under the National Mission on Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD) and Assistance to Central Agencies for Infrastructure Development Schemes are at Annexure II.
States/ UTs have requested for sympathetic consideration for giving moratorium on loans etc., which has been taken up with the Ministry of Finance.
(d) The Government of India has not yet announced a Vaccine Certification Programme for foreign tourists.
(e) The details of hotels / homestays registered with the Ministry in various states are placed at Annexure III. The details of tourist services / organisations (Travel Trade Service Providers) in various states are at Annexure IV.
The details of Hotels/ Homestays/tourist services/ organizations registered with Ministry of Tourism under the National Integrated Database of Hospitality Industry (NIDHI) Scheme at Darjeeling and Kalimpong are mentioned in the following table:
