PMGSY IN UTTAR PRADESH
30. SHRILALLU SINGH:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details of the allotted proposals and funds allocated district-wise in Uttar Pradesh under the Pradhan Mantri Gram Sadak Yojana Phase-III;
(b) the present status of allotted proposals under the said scheme;
(c) whether the proj ects approved for Uttar Pradesh are likely to be completed within the stipulated time; and
(d) if not, the details thereof and the reasons therefor?

(a)&(b) The Government approved PMGSY-III in July, 2019 for consolidation of 1,25,000 Km of Through Routes and Major Rural Links connecting habitations, inter-alia, to Gramm Agricultural Markets (GrAMs), Higher Secondary Schools and Hospitals. The period of implementation of PMGSY-III is upto March, 2025. The target road length for the State of Uttar Pradesh under PMGSY-III is 18,937.5 km. So far proposal for a length of 6287.37 km (898 roads and 5 long span bridges) with a total cost of Rs 4,177.80 crore (Central Share Rs 2,506.33 crore and State Share Rs 1,671.47 crore) has been sanctioned to the State of Uttar Pradesh, out of which 31.94 km of road length has been completed till 15th July, 2021. District-wise details of sanctioned works to the State of Uttar Pradesh and their present status are given at Annexure.
The funds for implementation of the PMGSY are released by the Ministry to the States/ UTs as a whole, considering unspent balances of previous releases available with the State and the pace of expenditure. As on 1st April, 2021, unspent balance available with the State of Uttar Pradesh was Rs 284.11 crore, out of which an expenditure of Rs 171.14 crore has been incurred till 15th July, 2021. The balance fund available with the State as on 15th July, 2021 is Rs 112.97 crore. The State has not yet demanded any programme fund during the current financial year 2021-22.
(c)& (d) As per the programme guidelines, the relevant road projects should be completed within a period of 12 working months from the date of issue of the work order. In this connection it has been further clarified in the programme guidelines that: where a package comprises more than one roadwork, the total time given for completion of the package shall not exceed 18 calendar months. Similarly, time period of 21-24 months would be allowed for completion of cross drainage works exceeding 25-meter in length, depending on site conditions.
